Marijuana Business Owner License Application

Step 1. Submit Application

Submit the Finding of Suitability application (see above) specific to the owner in question - Natural Person or Owner Entity via ML1, the state's online application system.

Step 2. Submit Identification

Your submission must include a copy of your driver license, Colorado ID Card or valid U.S. passport.

Step 3. Fingerprints

Fingerprints are required for all initial Finding of Suitability applications. All applicants will be required to utilize one of the State of Colorado approved vendors. Please see below for links to information regarding these vendors.  Regardless of how you submit your application (in person, online, mail), please have your fingerprints done after submitting your application and within 7 days of submission. You may make an appointment using the appointment scheduling link, but you must submit your application BEFORE being fingerprinted by an approved third party (see below).

Step 4. Pay Application Fee

The MED cannot complete the intake of your application without the application fee.

• Please submit an application and payment through ML1. If submitting a paper application please include a check, money order or credit card authorization with your application submission. NO CASH will be accepted.
• PLEASE NOTE: Inaccurate payment may delay the issuance of your license. Full and proper payment is required, so please double-check your payment before submitting it! For a summary of fees, please see our MED Fee Schedule.
