What is Rulemaking?
Rulemaking is the formal process state agencies follow to create regulations (aka rules) to implement the laws adopted by the Colorado General Assembly. The Colorado Administrative Procedure Act governs this rulemaking process. The Regulated Marijuana Rules are binding on all licensees, and noncompliance can result in citations, fines, or other consequences (e.g. license suspension or revocation).

Statutes
The Colorado Revised Statutes (C.R.S.) are the state laws adopted by the Colorado General Assembly. You can find the Colorado Marijuana Code in Title 44, Article 10, Sections 101 through 1401 (44-10-101, et seq., C.R.S.).
