What is Rulemaking?
Rulemaking is the formal process state agencies follow to create regulations (aka rules) to implement the laws adopted by the Colorado General Assembly. The state Administrative Procedure Act, at section 24-4-103, C.R.S., mandates the processes agencies must follow when engaging in rulemaking. The Regulated Marijuana Rules are binding on all licensees, and noncompliance can result in disciplinary action against the license, including but not limited to fines, license suspension, or license revocation.

How to Participate:
1. Attend meetings and participate in the discussion:
All members of the public can attend rulemaking meetings and participate in the
discussion by signing up to provide comments. These structured stakeholder meetings
will be focused on the announced topic(s) and will include time limitations on comments
to ensure everyone who signs up has an opportunity to comment on the proposed rules.
The Division’s permanent rulemaking hearing on October 22 will
include both in-person and virtual attendance options.
2. Submit written comments:
Interested stakeholders are also encouraged to submit comments on the draft rules
using the Division’s written comment form. All comments submitted through this form are
logged and reviewed throughout the rulemaking process to inform future meeting
agenda items, discussions, questions, and the Division’s development of proposed rules.

Statutes
The Colorado Revised Statutes (C.R.S.) are the state laws adopted by the Colorado General Assembly. You can find the Colorado Marijuana Code in Title 44, Article 10, Sections 101 through 1401 (44-10-101, et seq., C.R.S.).
