Colorado Marijuana Rule 3-930 governs what is informally known as MED’s “Copy Request” process. This Rule establishes who is entitled to obtain records, what records are available for release, and how these records will be provided. If you do not meet the specific eligibility parameters outlined below, you may want to instead submit a Colorado Open Records Act (“CORA”) request. See tips on how to submit a CORA request at the bottom of this page.
Licensees are required to maintain copies of all license application records they have provided to the MED and local licensing authorities for the current calendar year and the preceding calendar year per Marijuana Rule 3-905.
Please note: If applications were submitted through ML1, a copy request is not necessary, as users can retrieve their own documents submitted through their online ML1 account.

Who may obtain records and what can be released
Who can obtain copies of business records:
- Controlling Beneficial Owners who are licensed or disclosed to the Division.
- Passive Beneficial Owners who are licensed or disclosed to the Division.
- Authorized representatives with a valid authorization on file with the Division that includes permission to request and obtain copies of documents.
Records that can be released:
- Copies of applications pages submitted to the Division by an Applicant or Licensee within the previous two (2) calendar years, as long as the requestor is or was identified in the ownership structure at the time the requested application was submitted.
>An Applicant or Licensee who was affiliated with a Regulated Marijuana Business license more than two years ago and remains in the industry may request and obtain copies of applications they submitted during the two years prior to their last affiliation with that specific license(s).
>An Applicant or Licensee who is no longer in the Colorado marijuana industry may request and obtain copies of application pages they submitted to the Division for up to two (2) calendar years prior to the expiration or voluntary surrender of their individual license.
Records will NOT include:
Copies of supporting documents such as:
- Operating Agreements
- Leases
- Premises Diagrams
- Financial Records
- Promissory Notes
- Identification
If you are requesting supporting documents, you may wish to consider submitting a DOR CORA request form.
Confidentiality Protection:
The Division will not provide records that would violate confidentiality obligations under Marijuana Code section 44-10-204.

- Mail-in option: A printed copy of the signed request form, along with a copy of an acceptable photo identification, can be sent to the mailing address below:

Delivery of records
Delivery Method:
- Records will be provided only electronically.
- A copy of the Applicant’s/Licensee’s/Authorized Representative’s valid photo identification must be submitted with all Copy Requests.
Acceptable types of photo identification are:
>Driver's license
>State-issued photo ID card
>Passport
>U.S. Passport Card - Responsive records will be released directly and only to an individual who meets the criteria listed above.
If a CORA request will better meet your needs
Should you decide that a CORA request will better meet your needs, it may be helpful to keep the following in mind:
- Know what you’re looking for, as much as possible, prior to submitting your CORA request.
- Research the types of records kept by the government entity you’re interested in.
>The Colorado State Archives can provide further guidance within their retention schedules. - Avoid listing general record types or submitting overly broad requests to obtain the most timely, accurate, and responsive records as well as to reduce any associated costs or fees.
- Add keywords, background context, and/or date parameters within your request to help locate relevant records.
Please keep in mind that some records are exempt from release due to confidentiality laws.
